Who's Watching Haywood?

From trail cams to license-plate readers—what happens on the other side of the lens.

Surveillance is having a moment. A small flock of Flock automated license-plate readers have made their way to Haywood County, bringing cameras, artificial intelligence and questions about who gets to see what into a much bigger conversation.

Meanwhile, some of our best surveillance is still strapped to trees.

I’ve only seen it play out once this year, but it was impressive. Someone breaks into a barn, and the next morning a grainy trail-cam photo of a man leaving with a box of tools goes up on social media. Somebody recognizes the truck. Somebody else recognizes the blue jacket. Before long, it’s:

What still irks me? The thief still got to steal the stuff.

Is this really a Haywood issue?

In the latest complete statewide data available, Haywood County's 2024 reported property-crime rate was about 34 percent below North Carolina's rate—and about 61 percent below Mecklenburg County, home to Charlotte.

Those numbers aren't exactly an argument for moving here and fortifying the perimeter. The trail cams are mostly recording bear, elk and the occasional coyote.

But some of the properties people specifically come here looking for come with security considerations by nature: a second home sitting empty for stretches of time, a barn or workshop away from the house, equipment stored out of sight, or a long driveway where nobody happens to notice who's coming and going.

What if the camera could tell the difference?

Anyone who has toured homes or property in Haywood lately has probably noticed how many little all-seeing eyes we've accumulated. There's a doorbell camera at the front door, maybe one watching the driveway or backyard. You're standing on the porch deciding whether you like the house while there's a decent chance someone's smartphone has streamed the face you made at the loose deck board.

We have no shortage of ways to know something moved on our property. The difficulty is knowing whether we should care.

If you've ever put a doorbell camera near a hummingbird feeder, you know what comes next. Eventually the alerts become noise, and the camera's most reliable function becomes telling you it's time to refill the sugar water.

I worked in the physical-security industry until I moved to Haywood County, for an AI-powered surveillance company founded before AI was a household name—or a hack, tool, integration or any particular concern.

One of the things that made the technology remarkable was its ability to do mundane and complex analytical tasks without tiring and without blinking. A camera that asks you to look at everything eventually trains you to look at nothing.

One that knows the difference between a human being and a hummingbird can be a game changer.

What if you want to call the cavalry?

Seeing Blue Jacket while he's stealing the tools is certainly an improvement over meeting him for the first time on a trail-cam photo tomorrow morning, after you've discovered your barn looted.

It still leaves you somewhere else holding a phone.

That's where live monitoring changes the equation. At the company where I worked, a qualifying event could be turned over to a virtual guard who could look at the live feed and intervene while it was happening:

You in the blue jacket. This is private property. Leave.

If talking didn't resolve the problem, guards had sirens and, in some cases, more advanced deterrents. That's a very different proposition from producing excellent footage of Blue Jacket leaving with your tools.

But if you want to see what's happening on the property while you're somewhere else—and perhaps have somebody do something about it—the camera has another problem to solve.

How do you get the stream off the mountain?

If you're accustomed to a metro home where the doorbell, driveway cameras, alarm and broadband all work within a tidy little footprint, you may need to investigate a mountain property to figure out what's possible.

The two practical problems are power and data. Say you're looking at a cabin you expect to leave empty part of the year. The listing has high-speed internet. Great. But the detached garage you want to monitor is down the hill, and the gate is several hundred feet from the house. Suddenly “Does it have internet?” wasn't quite the right question.

Haywood as a community has gotten awfully good solving for power. Add a generator, hook batteries up to solar, put something somewhere inconvenient and figure it out. Data is trickier.

The trail cam on the tree didn't need much of it. The minute you want to see who's at your hunting cabin—or have a guard check it out for you—the property has to send the picture out. That's where the number most of us have been trained to care about, download speed, stops telling the whole story. Watching Netflix and sending a live camera feed are traveling in opposite directions.

One hundred down gets most of the marketing glory. For this conversation, I'm interested in what’s up.

Satellite internet has changed what's possible on remote properties and can support many camera applications. Upload capacity matters when a property needs to send video back down the mountain. Latency can matter when the point isn't merely to record something but to respond to it.

Fiber expands what's possible. Run reliable broadband farther up a mountain and the property at the other end can do more with it. Haywood County's current CAB 2.0 project is scheduled to add fiber service to 359 locations at a minimum 100/100 Mbps, with completion scheduled for December 2026. That's meaningful infrastructure progress. It also isn't a reason to assume a particular house, barn or building site has—or will have—the connection you need. Haywood County provides address-level tools for checking existing service and planned broadband awards. 

What about the flock?

The trail cam may have given us the truck. A license-plate reader may capture a plate and vehicle details. Connect observations across multiple cameras and investigators may be able to follow that vehicle beyond one property.

The company I worked for operated under a privacy-centric model: the surveillance data belonged to the customer and was provided only to that customer. A camera protecting one customer's property did not become part of a larger network that could be shared or searched beyond that customer. Unless a home or business owner chose to share on Facebook afterward, trail-cam style.

Flock's differentiator is the network.

A camera at one property can identify a vehicle of interest. A network of cameras can identify where that vehicle appeared next. Connect enough observations across enough places, and individual sightings can begin forming a much larger picture.

That's the fundamental difference. The value of a network comes from connecting information that one camera alone couldn't. That can help find a vehicle of interest across a much wider search area. It can also reveal patterns in vehicle movements that may say something about the movements and associations of people suspected of nothing at all.

The AI can find the pattern. It doesn't decide whether finding it is justified.

We do.

How far does news travel?

Haywood isn't deciding whether it wants cameras. That decision appears to have been made somewhere between the first trail cam and the doorbell that now knows every hummingbird in my yard.

What's changing is how far the news can travel and what can happen once it does. The trail cam tells us Blue Jacket was there. AI can decide he deserves more attention than the hummingbird. Give the property enough connectivity and someone somewhere else can tell him to leave. If he drives away anyway, a license-plate reader may encounter the vehicle somewhere beyond it.

And sometimes the machine will get something wrong. That's why people still matter to it—and why who gets the data, what happens after the camera sees something and how far that information can travel are worth understanding before we simply bolt another camera to the house.

For me, though, there's also a real-estate lesson hiding underneath all of this.

A property doesn't have “technology” in the abstract. It has a gate in a particular place. A barn a particular distance from the house. Power here and not there. Internet service at an address that may or may not reach the place where you actually need it. Terrain, trees, weather and the inconvenient fact that mountains tend to interfere with things designed on nice flat diagrams.

My physical-security experience taught me to ask what someone is trying to accomplish first, and only then start looking at the equipment and infrastructure required to accomplish it. Real estate isn't terribly different. The useful question isn't simply whether a property has broadband, cameras, a generator, a well or a driveway.

It's whether the property works for what you intend to do with it.

Sometimes finding that answer requires looking past the feature list and following the system all the way down the mountain.
